Minutes of the CWC meeting of ADEA held on 22.12.2009
at Constitution Club, Rafi Marg, New Delhi
A CWC meeting of AIR & DD Engineers Association was held on 22.12.2009 at 6.30 PM and total 27 members were present in the meeting. The President and the General Secretary both welcomed the members and following points were discussed & decided in addition to the strategy for conducting the National Convention of the Association held on 23.12.2009-24.12.2009 at Delhi:

Pay Parity of the IBES with IAS w.r.t. Sixth CPC and DoPT:
It was discussed that two proposals of Pay Parity have been moved to reduce grievances of the officers. The proposed RRs in this regard is already forwarded by the Ministry to the DoPT for approval. The batch wise list is under preparation at Directorate and need approval of the Ministry. Additionally, this is being expedited through the Confederation of Central Engineering Services and, the common proposal for all Group ‘A’ engineering officers selected through IES shall be got approved from DoPT to expedite the matter at the earliest. |

DPCs/Promotions and actions for filling of all the vacant promotional posts:
It was decided that urgent actions need to be taken to expedite all the DPCs i.e. from AE to E-in-C grades in advance to avoid stagnation problems in future. All ACRs in this regard are also to be expedited by all concerned well in time to avoid problems in future. Details of the pending ACRs may be circulated and get it completed well in time. The Association has already taken actions for holding DPCs for JTS/ADE to STS/DDE and others and the result is awaited. However, a letter shall be written by the Association to the Secretary, MIB and copy to others concerned to expedite the timely promotion against the vacant posts. |

Direct recruitment of the vacant JTS posts (50% quota):
It was highlighted that direct recruitment in the JTS grade of the Group ‘A’ i.e. IB(E)S cadre, which is pending for a long time (about 11 years), may be conducted routinely and all the backlog vacancies should be filled up immediately. Direct recruits in the JTS cadre will help much to meet the new technology requirements and challenges & frequent changes & development with timely implementation of e-Governance, and improvement of the technical management systems to deliver better technical quality of the services to the people. In this regard, a requisition for filling of the vacant posts of direct recruitment in the JTS cadre may be sent immediately from O/o DG:AIR to the Ministry immediately to expedite the matter. Long gap in the direct recruitment must be avoided by the authority to have better cadre management function. Also, a letter shall be written by the Association to Secretary, MIB and copy to others (CEO,PB/DG:AIR/DD and E-in-C(AIR/DD)) to expedite these points timely. |

Cadre Review & Restructuring:
This matter is already over delayed and, therefore, needs to be expedited soon. For continuation of the IB(E)S as an organized Group ‘A’ service, timely cadre review is required and the direct recruitment should be continued. All the vacant posts in JTS cadre may be filled up immediately and also timely in future. The Association has to pursue this matter with the Ministry and also through the pending court case immediately. Restructuring of the organization (AIR/DD) and the IB(E)S cadre both is urgently required in view of present changes in the technology, management systems, needs and choices of the people. Hence, the Association should also focus & expedite on this vital issue. |

Transfer powers of Engineering Officers:
It has been realized that subordinate engineering Associations have pressurized the authority(CEO,PB and DG:AIR) and, they have much interference in dealing the transfer cases of all the grades and cadres(from bottom to top). This Association shall pursue this issue with the Ministry and Prasar Bharati for following the existing transfer policy and guidelines/instructions/orders, the delegated transfer powers, etc., as per the policy/orders, etc., of the Govt./Ministry/Manuals of AIR/DD, etc., and, the deviation in this regard found, if any, shall be pointed out & sorted out immediately and be avoided in future. All out efforts shall be made for restoring the transparency, accountability, effectiveness of the existing transfer policy of the Ministry and as per AIR Manual, so that engineering officers will continue to have their controlling powers over their subordinate engineers/technical/engg. staff for smooth functioning and to deliver better services. |

Uniform designation:
The uniform designations for programme/engineering/news/ administration were raised by this Association sometime in 2003. The issue was raised again in the meeting held with CEO on 16.09.2003. The then CEO directed that orders for uniform designations may be issued within 24 hours. The issue was taken up and approved in the 52nd Meeting of the Management Committee of Prasar Bharati held on 17.07.2003 and, subsequently approved by the Board also in the 55th Meeting held on 08.08.2003. The Association raised the issue again in the meeting with CEO held on 15.01.2008 and also sent letters and demanded implementation of the decision taken already by Prasar Bharati. The issue has already risen in the DG council meeting and the progress is awaited. |

Delegation of powers to Engineering Officers:
The powers must be delegated at maximum for smooth functioning and timely decision on various matters and disposal of the works/supply to meet the targets and objectives of the department well in time. Revised and upgraded sanctioning powers for the engineering heads (SE/SgE) for the METP and the Minor Works of the Station is required to be issued by the Directorate immediately, and subsequently by the Zonal Office at the earliest to avoid financial powers & audit problems in future. Also, the sanctioning powers to the senior officers (E-in-C)/CEs/DEs in the Directorate and the CEs/DEs/DDEs in the zonal offices must be delegated properly by the Directorate following the Govt. rules/procedures/orders for achieving the timely and better results. |

Declaration of Head of Office at the Station/Kendras of AIR/DD:
It was discussed that the senior most officer should be the Head of Office of the station/kendras irrespective of their discipline/wing (Engg./Program). Anomaly and unnecessary ego-conflicts/biased approach/encroachment in others’ functioning/ situation of junior controlling seniors, etc., may be avoided and the resources and energy both may be best utilized for delivery of the better quality services for the people effectively. A letter/reminder of the Association in this regard shall be sent to the Ministry/Prasar Bharati. |

Allocation of OE and Transport fund for the Engg. Head in capital stations:
It was discussed that many engg. officers faced problems/difficulties of not getting required office items/facilities timely under OE and also difficulty in getting the transport facilities and faced biased attitude by the programme head due to continuous becoming the head of office. Hence, it was decided that the Association will pursue for these with the authority and, therefore, rotational headship may be allowed for Engg. Head in the Capital Stations, otherwise, similar facility to the Engg. Head should be allowed at par with program head in all the capital stations. |

Issues related to NFADE:
It was discussed that we should have good relation with other Associations and to be united on the common issues/goals/targets and, therefore, NFADE is to be strengthened to achieve the common targets and objectives. |

Zonal conventions:
The zonal convention may be arranged by the Zonal/Regional Secretary of the Association in their zone to have the joint interaction at the earliest. The unit meetings and the pending selection of the unit secretaries may be expedited by all the units of AIR/DD stations/kendras/offices all over the country. The minutes of the meetings alongwith a list of the important issues in brief, of the Association as discussed in the meetings, of the regional/zonal secretaries in this regard may be forwarded to the General Secretary. |

This matter is already discussed by the Association with the Directorate and now under progress. |

Uniformity in the allowances of the News Papers and Tea to the DDE/STS grade engg. officers:
It was decided that the H.O.O in the zonal offices and other offices of AIR/DD may follow the Prasar Bharati and the Directorate existing latest order/circular in this regard and they should provide the benefits/dues accordingly from time to time. However, this Association will pursue with the zonal offices to implement soon, if not yet implemented. |

Direct recruitment of the vacant posts of the JTS grade of IBES cadre and the subordinate Engg. cadres/grades:
It was discussed that the AIR/DD stations are facing acute shortage of the Engg. staff and it has now become very difficult for them to run the stations/kendras/centres smoothly. Hence, this shall be pursued by the Association to expedite the pending direct recruitment against the vacant posts (direct recruitment quota including the backlog vacancies) in the direct recruitment in all the cadres of Engg. However, this Association will write letters accordingly to Ministry/Prasar Bharati and Directorate. |

Need of enhancement of membership:
Membership of the Association is not yet improved much. Most of the ASEs/ADEs and few SEs/DDEs, who are not members of the Association, are again requested to come forward and become member of this Association immediately to strengthen the Association so that we may fight together and in a wider spectrum to achieve our targets and objectives easily & jointly. |
