Note: As per above, it
appears that the overall vacancies in the Engg. wing are increasing and most of
the vacancies of the Engg. wing are in Group ‘A’ cadre and, specifically at the
JTS grade, which vacancies are alarming, particularly of the direct recruitment
posts. These are now increased to 100% due to no direct recruitment made at JTS
grade/level in the IBES cadre by the AIR/DD/Prasar Bharati/Ministry of I&B
authorities since last more than 11 years.

6. Brief
of the various committee reports on HRM status in AIR & DD (PB):
Prasar Bharati is a statutory autonomous body
established under the Prasar Bharati Act. The Board came into existence from
23.11.1997. The mission of Prasar
Bharati have been clearly articulated in the report as “Prasar Bharati
will aim to provide, in the most efficient manner possible, media content of
the highest quality that will empower and
enlighten the citizens of
India, and audiences outside the country, through original and relevant
programme which inform, educate and entertain whilst ensuring a sizeable
audience and reach”.
Urgent actions are needed in the area of Human Resources
Management, including, cadre review, staff size and (re) deployment,
promotions, training/retraining, transfer policy, recruitment rules, reporting,
organization and structure. These need to be immediately reviewed as a
necessary steps towards a more competent, efficient and professional
organization.
