Minutes of the CWC Meeting of ADEA held on 03.07.2009

A CWC meeting of AIR & DD Engineers’ Association was held on 03.07.2009 and following members were present in the meeting:

Latest position/status of difference DPCs and filling of the vacant posts:
It was decided that urgent action is required to hold the pending DPCs from AE to JTS, JTS to STS and STS to NFJAG. Officers are retiring in JTS cadre without getting their due promotion. Moreover, working of department is also suffering due to non-availability of officers in JTS and STS grade. To overcome above problems , it was proposed to impress upon the department to hold all the DPCs in advance, therefore all the formalities like ACRs, vigilance clearance etc. should also be completed in advance. DPCs of NFJAG to JAG, JAG to SAG and SAG to E-in-C, which are in pipe line, may also be expedited. Also, direct recruitment in the JTS grade of the Group ‘A’ i.e. IB(E)S cadre may be conducted routinely and the backlog vacancies should be filled up at the earliest. In this regard, a requisition of the recruitment of the vacant posts may be sent immediately from O/o DG:AIR to the Ministry to expedite the matter. Also, a letter is to be written by the Association to Secretary, MIB and copy to others to expedite these points. |

Pay Parity:
It was discussed that the proposal of Pay Parity needs to be expedited to reduce grievances and as interim relief against over stagnation of the officers serving in AIR/DD. The proposed RRs in this regard may be expedited and to be sent to the Ministry for the approval at the earliest. Also, a meeting of Confederation of Central Engineering Services will be called soon and the common proposal will be discussed and further action will be decided. |

Cadre Review:
This matter is over delayed and to be expedited soon. It was also discussed that for the organized Group ‘A’ service, direct recruitment is must. For continuation of the IB(E)S as an organized Group ‘A’ service and the timely cadre review, direct recruitment should be continued and the posts may be filled up immediately. |

Amendment of the IB(E)S Cadre RRs:
Amendment of RRs is to be expedited for necessary correction in the revised RRs. In this regard, Shri R.B. Ram, DDE and Shri Jitendra Arora, DDE will help the General Secretary to expedite the matter. |

Transfer of Engineering Officers:
The Association will pursue with the Ministry and Prasar Bharati for following the existing transfer policy and guidelines/instructions/orders, etc., as per the Govt./Ministry/Manuals of AIR/DD, etc. and, deviations in this regard are to be pointed out and be avoided in future. All out efforts shall be made for restoring the effectiveness of the existing transfer policy of the Ministry so that engineers will continue to have the controlling powers over engineers and their subordinate staff for smooth functioning. |

Issues related to IRLA:
A joint meeting of CCA with the Association will be held soon to resolve the problems. The President/General Secretary of the Association may be approached for any long pending problem with IRLA. |

Formation of different committees:
The different committees shall be made to look after different work assignment. The President and the General Secretary will decide this matter soon. |

Annual and Zonal conventions:
Annual convention will be conducted in December, 2009 and the zonal convention may be arranged by the Zonal/Regional Secretary of the Association in their zone. |

Election of co-opted members:
In this regard two(2) members from Doordarshan are to be opted by the approval of the executive committee. It was discussed that Shri Lokman Singh, DDE, DD Directorate Mandi House will be one of the co-opted member and other name is to be finalized by the executive committee very soon. |

Filling of the vacant posts of CWC members:
This will be completed soon by the executive committee. |

Issues related to NFADE:
The CWC decided that our Association will play an active role in the NFADE for all the common causes and will strengthen it. |

Delegation of powers to Engineering Officers:
The powers must be delegated at maximum for smooth functioning and timely decision on various matters. Revised/upgraded sanctioning powers to the engineering heads (SE/SgE) for the METP nad the Minor Works of the Station should be issued by the Directorate and the Zonal Office at the earliest to avoid problems. Also, the sanctioning powers to the senior officers (E-in-C)/CEs/DEs in the Directorate and the CEs/DEs/DDEs in the zonal offices must be delegated properly as per the Govt. norms/procedures/orders for timely and better results. The Association will write a letter in this regard and pursue this matter. |

Sanctioning/approval of the staff under AIR/DD by the Ministry:
It was discussed that the Association will pursue the matter for timely sanction of the staff by the Ministry and Prasar Bharati annually. |
14 Uniform Designation for officers:
It was discussed that there should be uniform designations for all the officers working in AIR & Doordarshan. It was decided that the matter will be taken up with CEO, Prasar Bharati.
15. Expenditure in OE & Transport for engineering activities:
Few of the members raised the issues regarding OE and transport. The matter was noted to be taken up with the higher authorities.
